Mr. Jacobs,

What security assessment is being conducted for the lab project?

1. Is a Facility Security Level (FSL) determination being made that follows DOE guidelines or Homeland Security guidelines for federal facilities, as defined in the Risk Management Process from the Interagency Security Committee?

2. Page 16 of the Risk Management Process features a Security Level Determination Matrix. Has one of these been completed yet for the 45,000 square foot lab building ?

Thank You,

Donald Moniak

  1. I’m going with 16 points. When you add school children, the adjacent hotel, the City’s festival area, the Christmas tree, the Alley, the parades plus the plutonium pit mission, the training of foreign nationals, the counter intelligence officers, the FBI agents, the leading minds all working together on proliferation and non-proliferation right in the center of our small historic downtown. 16, I think.

  2. You send him security level determination matrix questions while it appears he was busy planning how to work in school children.
I attended the recent Aiken Corp meeting where Mr. Jacobs presented an update on zoom which seemed to be not much more in depth than the information released in the newspaper right after the Mayor’s State of the city though he did say they have had stakeholder meetings (zero public meetings) since the initial public meeting the Feb 6th Forum where the public was “invited to learn more” which turned out to be basically just him standing there taking shots to the grill from citizens about failed Project Pascalis as Aiken Corp Pres Buzz Rich and other city officials looked on.

Jacobs didn’t seem very concerned about security at this recent Aiken Corp update since he indicated one of the groups they met with was the school system, You can’t make a bomb plant lab seem more benign than suggesting children could use the bottom floor. I believe he said the top two levels would be secure.

I emailed Jacobs on April 17th asking about renderings since it is a small town – you hear things ….. and I had been told people have been shown renderings so I asked him if this was true and if so when would these be made available to the public….and that I had heard it was three stories retail on the bottom. He has yet to respond to that email however I believe he said at that Aiken Corp meeting that it would be 3 stories some retail on the bottom. No renderings were offered at the update though former Executive Director of the now dissolved AMDC who brought us failed Project Pascalis, Tim O’briant took the reins from Buzz Rich and ran that portion of the meeting and it was he that had the interaction with Jacobs on the update. Obriant ended it with saying that they wanted to and then he asked them to say it altogether now “Do it Right” to which Aiken Corp members broke out into laughter.

Recall The Aiken Corp was given the 250K for this feasibility study but it was clear when the Zoom portion of the meeting came up with Jacobs that O’Briant was still running the show for the city.

Aiken Corp Member Martha Lockhart has been on the DO it Right Facebook downplaying people’s concerns security concerns regarding the lab recently. You can see some of those comments here

  3. Why of course there has been no reply. mcmillanpazdensmith has joined its masters under the cone of silence, which is located behind the curtain of dissembling. mcmillanpazdensmith is totally beholden to Aiken City Council, through the mysterious and devious Aiken Corporation. Oh, never mind, it’s only tax revenue that is flowing down the tubes to no-where-ville.
